Usually I have time to go into lots of fluff about the topic at hand, but today I don't.
If you have a newer Intel processor with the Intel Turbo Boost Max 3.0 Technology with an annoying window that stays open every time you start windows (it "should" disappear on its own), let's try a few fixes to resolve it. Note, uninstalling probably won't do you any good because it will automatically re-install itself.
Fix #1)
The first fix is pretty easy and the one that worked for me.
1) Go to your services and look for: Intel(R) Turbo Boost Max 3.0 Technology Application Service
2) Double click to open it
3) Set "Startup Type" to Automatic (Delayed Start)
4) Hit 'OK'
5) Reboot the computer
Fix #2)
If the first fix doesn't work, let's just shut the thing down that makes it start in the first place.
1) Go to your "Type to search" box (Cortana Search) and type: Task Scheduler
2) Click on the Task Scheduler Library folder
3) Find Intel(R) Turbo Boost Max 3.0 Technology Application Launcher
4) Right Click and choose Disable
5) Reboot the computer
If neither of these work... I'm not sure what else to say. Go throw some shade to the wind at the official Intel form on the matter:
